On September 14, 2018, State Councilor and Foreign Minister Wang Yi held talks with Foreign Minister Roberto Ampuero Espinoza of Chile in Beijing.
Wang Yi expressed that though China and Chile are located at two ends of the earth, both countries are important members of the Asia-Pacific region. The relations between the two countries have long been at the forefront of China-Latin America relations, creating many “firsts” and still keeping creating new records. The relations between China and Chile are transcending the bilateral scope and have increasingly important strategic significance. The Chinese side places Chile in an important position of China’s relations with Latin America and is willing to maintain the momentum of high-level exchanges and strengthen practical and mutually beneficial cooperation with the Chilean side, so as to elevate China-Chile relations to new stages.
Wang Yi expressed that the current international situation is full of uncertainties and instabilities with protectionism on the rise, unilateralism being rampant, international rules being challenged, and the international system being impacted. It is necessary for various countries to join hands in coping with them. Chile relies on free trade as its foundation, while China has achieved tremendous development during the 40 years of reform and opening up, and its door of opening up will become even wider. China will also hold the first China International Import Expo in November as a practical action to open its own market and an invitation to the world to share the opportunities it created. The two sides should strengthen communication and cooperation, firmly uphold multilateralism, and safeguard the global free trade system and the common interests of developing countries, which is the biggest strategic consensus and common interest of both China and Chile under the current situation. The Chinese side hopes and believes that Chile will continue to work hand in hand with China in the process of China’s further reform and opening up. The Chinese side appreciates the Chilean side’s active supporting for the Belt and Road Initiative and regards Chile as an important cooperation partner for carrying out cooperation under the Belt and Road Initiative in Latin America. The two sides should deepen mutually beneficial cooperation and achieve common prosperity in the process of the joint construction of the Belt and Road Initiative. It is hoped that the upgraded version of the China-Chile Free Trade Agreement will take effect as soon as possible, which is not only conducive to expanding and deepening the China-Chile cooperation as well as contributes to the building of an open world economy. The Chinese side supports Chile in hosting the APEC Economic Leaders’ Meeting in 2019 and is willing to provide active assistance to this end.
Roberto Ampuero Espinoza expressed that Chile and China enjoy traditional friendship and have consensus on almost all issues. The year of 2020 marks the 50th anniversary of the establishment of diplomatic relations between Chile and China. The two sides therefore should, with greater determination and ambition, push for a new leap in both quality and quantity of bilateral cooperation and bring bilateral relations to a new height.
Roberto Ampuero Espinoza expressed that he totally agreed on Wang Yi’s stance and emphasized that protectionism will only harm the common interests of all countries in the world. Chile, relying on free trade and open markets, has reduced poverty and integrated into the world. China’s tremendous development through reform and opening up has far-reaching and positive effects not only on China but also on the entire world. In the face of the noises of protectionism in the current world, Chile is willing to strengthen communication and cooperation with the Chinese side and firmly uphold the global free trade system. The Chilean side supports the Belt and Road Initiative and appreciates that China will hold the first China International Import Expo. These have reflected the determination and responsibility of China to further open up and promote international cooperation. The Chilean side will actively participate in relevant cooperation. The Chilean side is willing to work with the Chinese side to promote the upgraded version of the China-Chile Free Trade Agreement to take full effect as soon as possible and advance free trade with practical actions.
