A reputed Peruvian gang leader suspected of killing 23 people had been living in Endicott for several weeks before he was taken into custody in Vestal.
38-year-old Gianfranco Torres-Navarro was arrested at the Town Square Mall on the Vestal Parkway on Wednesday evening.
Vestal police detective Captain Chris Streno said Torres-Navarro was taken into custody in front of the Burlington store. He said no one was injured during the apprehension.
Torres-Navarro was arrested on May 16 after he entered the United States illegally at the Texas-Mexico border. He was issued a notice to appear at an immigration hearing and released.
Endicott police chief Patrick Garey told WNBF News Torres-Navarro was in the village “for a couple of months.” He said his department was made aware that the murder suspect was living in Endicott about a week before he was arrested in Vestal.
Garey said Torres-Navarro had been staying in a single-family house on East Franklin Street. He said village police had “at least one incident that involved him.”
The police chief said officers were sent to the residence after a call was made regarding some sort of dispute.
Garey said “I have no idea why” Torres-Navarro wound up in Endicott after his May arrest in Texas. He doesn’t know how the Peruvian murder suspect traveled to Broome County.
Garey expressed concern that Endicott police officers dealt with Torres-Navarro during the reported dispute with no knowledge of his violent background. One of the people he’s suspect of killing in Peru was a retired police officer.
Garey said local law enforcement agencies need to be alerted of violent criminals who are in the country illegally “to keep police officers safe (and) to keep citizens safe.” He said “somewhere the system broke here – I don’t know where.”
