On November 21, 2016 local time, President Xi Jinping delivered an important speech entitled Sailing Forward to Build A Bright Future of China-Latin America Relations at the Peruvian Congress, stressing that both sides should hold high the banner of peaceful development and cooperation, build together the giant ship of China-Latin America community of common destiny, and launch sincere cooperation along the path towards the Chinese Dream and the Latin American Dream, so as to push bilateral comprehensive cooperative partnership for higher-level development.
At 3:50 p.m. local time, Xi Jinping and President of Congress Luz Salgado of Peru entered the congress hall together. The audience stood up and applauded. The national anthems of China and Peru were played. Luz Salgado welcomed Xi Jinping’s visit to the Congress and conferred Xi Jinping the Grand-Cross Medal of Honor, the highest level of honor of the Peruvian Congress. Xi Jinping started his speech amidst warm applause.
Xi Jinping pointed out that Peru is China’s “neighbor” across the Pacific Ocean. Since the establishment of diplomatic relations between China and Peru 45 years ago, the two countries have fostered a friendship featuring sincerity and equal treatment and achieved mutually beneficial cooperation and common development. China and Peru are good brothers with mutual trust, good partners with common development and good friends with shared responsibility. Peru aims to achieve the goal of “a just, fair and united Peru” in 2021. By then, the Chinese people will have built a moderately prosperous society in all respects, which is the first of our “two centenary goals”. We will join efforts to fulfill our dreams.
Xi Jinping stressed that China-Latin America friendship is long-standing and well-established. In the new century, China-Latin America relationship has achieved leapfrog development with comprehensive progress in cooperation in various fields. We have established a China-Latin America comprehensive cooperative partnership featuring equality, mutual benefit and common development, set up the Forum between China and the Community of Latin American and Caribbean States (CELAC), and ushered bilateral relations into a new phase of parallel development and mutual promotion between overall cooperation and bilateral cooperation, which is in line with the trend of the times and the fundamental interests of the two peoples. Standing at a new historical starting point, we should build together the giant ship of China-Latin America community of common destiny to lead China-Latin America relationship into a new voyage. On this account, I would like to make following proposals.
First, we should hold high the banner of peaceful development and cooperation so as to make the ship of China-Latin America community of common destiny travel steadier and further. We should enhance strategic communication and dialogue on global issues and strive to elevate the representation and voice of emerging markets and developing countries. China firmly supports Latin American countries in exploring development paths in line with their national conditions, realizing joint self-enhancement, development and revitalization and playing a greater role in international and regional affairs.
Second, we should advance the docking of development strategies so that the ship of China-Latin America community of common destiny will ride the tide and travel far. We should enhance the docking between development plans of China and development strategies of Latin American and Caribbean countries, and dovetail the development of China-Latin America relations with international and regional development. We should actively participate in the trade and investment arrangement and innovation development in the Asia-Pacific area and integrate into a broader network of mutually beneficial cooperation.
Third, we should accelerate development, so that the ship of China-Latin America community of common destiny can be loaded with prosperity. We should upgrade the level of China-Latin America practical cooperation, stimulate new growth through trade, promote new development through investment, provide new support with financial cooperation, foster new impetus by industrial alignment, create new opportunities with overall cooperation and firmly advance the development of China-CELAC Forum.
Fourth, we should share cooperation results, so that the ship of China-Latin America community of common destiny can benefit the two peoples. We should help the two peoples become the promoters, practitioners and beneficiaries of China-Latin America cooperation and carry out people-to-people and cultural exchanges and mutual learning of civilization in order to realize the synchronous development of China-Latin America cooperation at both material and spiritual levels.
Xi Jinping pointed out that at present, all countries should promote the construction of a new type of international relations with win-win cooperation as its core and build a community of shared future for mankind. We should establish a partnership featuring equal treatment, consultation and mutual accommodation, a shared security pattern featuring fairness, justice and joint construction, a development prospect of inclusiveness, reciprocity, openness and innovation, cultural exchanges featuring harmony in diversity and open mind, and a ecosystem with respect for nature and green development.
Xi Jinping stressed that China will always be a builder of world peace, a contributor to global development and an upholder of international order. Adhering to the path of peaceful development, China will stick to the path of common development, continue to pursue a win-win and mutually beneficial strategy of opening up, actively practice the correct viewpoint of righteousness and benefit, and welcome other countries to ride on China’s development to achieve common development. With bright prospects in its own economic development, China will contribute to global economic development. China is willing to join hands with other countries to promote robust, sustainable, balanced and inclusive growth of the world economy.
Xi Jinping stressed that we should seize the pulse of the time and development opportunities to jointly forge a China-Latin America community of common destiny featuring joint progress.
At the end of the speech, the audience responded with prolonged applause.
More than 200 people attended the speech, including Vice President Mercedes Aráoz of Peru, President of the Council of Ministers Fernando Zavala Lombardi, President of Constitutional Court Manuel Miranda, government ministers, congress members, representatives of mayors and governors, representatives from the army, representatives of diplomatic corps in Peru and international organizations as well as representatives of local overseas Chinese and Chinese-funded institutions.
Wang Huning, Li Zhanshu, Yang Jiechi and others were present.
