On the afternoon of October 19, 2016, Premier Li Keqiang met at the Great Hall of the People with President Tabaré Vázquez of Uruguay, who was on a state visit to China.
Li Keqiang said that China regards Uruguay as a good friend and good partner in Latin America. Yesterday, President Xi Jinping held fruitful talks with Mr. President, and jointly announced the establishment of China-Uruguay strategic partnership, which shows that China-Uruguay relations are entering a new development stage. In line with the principles of mutual respect and equal treatment, China is ready to continuously work with Uruguay to enhance high-level exchanges, understand and support each other on issues concerning respective core interests, maintain sound communication and coordination in international and regional affairs and strengthen people-to-people and cultural exchanges, so as to push bilateral relations for better development.
Li Keqiang pointed out that China is willing to, together with Uruguay, strengthen the docking of development strategies, give play to advantage complementarity and expand cooperation in such fields as trade, investment, infrastructure, agriculture, animal husbandry and clean energy. Amidst the weak recovery of the global economy and the rise of protectionism and anti-globalization, the negotiation and joint feasibility study on a China-Uruguay free trade agreement launched by the two countries is conducive to sending a positive message of safeguarding trade liberalization and pushing forward economic globalization to the international community. It will also help elevate economic and trade cooperation between China and Latin America as well as Mercosur countries to a new high, and better achieve mutual benefit and win-win results.
Tabaré Vázquez noted that since the establishment of diplomatic relations between Uruguay and China, bilateral relations have enjoyed overall development and become more and more mature. Both countries enjoy strong complementarity in cooperation, and should further strengthen cooperation in such fields as economy, trade, investment, finance, science, technology and culture. Uruguay is willing to make positive efforts to this end. In favor of free trade and regional cooperation integration, Uruguay is ready to work with China to speed up negotiations on a free trade agreement. Uruguay welcomes Chinese enterprises to expand investment in Uruguay for the sake of mutual benefit and win-win results and is willing to actively promote the development of relations between Mercosur countries and China.
