“When we talk about new places, we are talking about genuine places that comply with international human rights rules,” emphasized the Minister of the Interior, Nicolás Martinelli, this Wednesday 25, after inaugurating the Artigas prison, called Pintado Grande. The minister highlighted that, by March 2025, 1,881 places will have been enabled and there will be another 2,263 in the process of construction, which totals 4,144.
Martinelli was accompanied by the director of the National Rehabilitation Institute, Luis Mendoza; the head of the departmental police, Alexandro Alves; the director of the prison, Luis Viera, and the mayor of Artigas, Elita Volpi, among other police and departmental authorities, representatives of the construction company Ciemsa and persons deprived of liberty.
The brand new penitentiary unit n° 21 replaced the prison located in the Police Headquarters, which is more than 100 years old. Located 11 kilometers from the city of Artigas, it can house 384 inmates, housed in cells or barracks, and 40 more if the farm located in the adjacent field is added. On the 208-hectare property, there are four pavilions, 4,500 square meters closed and roofed and another 2,000 paved.
Martinelli said that the ministry he heads invested 460 million pesos in the construction of the building and the furniture. “This speaks clearly of our political will to improve the prison system,” he stressed.
She also indicated that, in two weeks, the foundation stone will be laid for three facilities for 450 people each, within the grounds of the Libertad prison. She added that progress has been made in the implementation of a new women’s prison, which will have 850 places. “We are going to end overcrowding in the women’s prison,” she stressed.
“When we finish our administration, we will have 1,881 places enabled and another 2,263 under construction, totaling 4,144 genuine new places. When all the works are finished, between 18 and 19 months, prison overcrowding will be considered finished,” said Martinelli. He also stressed that all the new facilities are located outside the urban area, the objective of the current administration, and that they comply with the requirements of the Prison Dignity Plan.
Regarding technological modernization, he recalled that four body scanners were incorporated, to prevent the entry of prohibited items with a non-invasive method, and cell phone inhibitors, which select which phones should have their signal cut off. He added that a biometric system was developed for the control of people with alternative measures, which monitors in real time, through video calls, the people who are serving their sentence at home.
“We are determined to combat the causes that lead people to commit crimes, reduce the rate of criminal recidivism and achieve the highest rehabilitation rate in the history of prisons,” said Martinelli.
