Vietnam expands cooperation with Latin America: A strategic leap forward

On the evening of November 21 (local time, morning of November 22 in Vietnam), Prime Minister Pham Minh Chinh, his spouse, and the high-ranking Vietnamese delegation departed from Santo Domingo, Dominican Republic, concluding a successful working trip that included attending the G20 Summit in Rio de Janeiro, Brazil, and an official visit to the Dominican Republic.

What were Vietnam’s contributions to the G20 Summit in Rio de Janeiro, Brazil?

This year’s summit featured participation from global leaders, including heads of state and government from the G20 members and 19 invited countries, along with directors and chairs of 15 major international organizations.

The summit adopted a joint declaration emphasizing international solidarity, multilateralism, and a united approach to combating poverty and promoting sustainable development. These efforts aim to enhance macroeconomic policy coordination to address global challenges and crises while fostering inclusive and balanced development.

The Vietnamese delegation, led by Prime Minister Pham Minh Chinh, participated in all official activities of the summit. The Prime Minister delivered two key speeches during sessions on “the fight against poverty” and “sustainable development and energy transition.” He also held 35 bilateral meetings with leaders from other nations and international organizations.

The Prime Minister’s active and effective engagements underscored Vietnam as a dynamic, open country – a reliable friend, partner, and responsible member of the international community – contributing to the summit’s overall success.

Vietnam’s participation highlighted three core messages:

Independence, Confidence, and Resilience: Vietnam emphasized an all-encompassing approach to promoting peace, stability, poverty reduction, sustainable development, and energy transition. Prime Minister Chinh underscored Vietnam’s readiness to contribute to global efforts through its capabilities, experience, and long-term vision.

A Trustworthy Multilateral Partner: Vietnam advocated for multilateralism and international solidarity, with a focus on people-centric growth. Vietnam pledged to collaborate with the G20 and the global community in achieving a shared vision of a better world.

A Responsible Global Citizen: Vietnam’s founding membership in the Global Alliance Against Poverty, initiated by Brazil, reaffirmed its commitment to sharing its successful poverty reduction experiences, which enabled Vietnam to meet the UN’s Millennium Development Goals a decade ahead of schedule.

Prime Minister Chinh also supported calls for global institutional reforms, aiming to create fairer systems that better represent developing countries and adapt quickly to global changes.

The bilateral meeting between Prime Minister Pham Minh Chinh and Brazilian President Luiz Inácio Lula da Silva coincided with the 35th anniversary of diplomatic ties (1989-2024) and the 17th anniversary of their Comprehensive Partnership (2007-2024).

The Strategic Partnership reflects high political trust and strong determination by both governments to deepen cooperation and deliver tangible benefits for their peoples. This relationship supports peace, stability, and development in their respective regions and globally.

As Vietnam’s first Strategic Partnership in South America, this milestone signifies Vietnam’s progress in expanding cooperation with Latin America, a region with significant potential. This move aligns with Vietnam’s goals of diversifying markets and supply chains.

The new framework will enable close collaboration on global issues like poverty reduction, sustainable development, climate change, and enhanced ASEAN-South America connectivity.

This historic visit marked the first by a high-ranking Vietnamese leader, reflecting Vietnam’s commitment to strengthening ties with the Dominican Republic ahead of the 20th anniversary of diplomatic relations in 2025.

During talks with Dominican President Luis Abinader Corona, both sides issued a joint statement affirming their governments’ resolve to enhance bilateral solidarity, friendship, and cooperation.

The visit set the stage for expanding and deepening collaboration in various fields, contributing to each country’s development and global peace and stability.

Both nations will:

Increase high-level exchanges and institutional cooperation.

Promote bilateral agreements in trade, investment, culture, education, and tourism.

Expedite negotiations on a free trade agreement, investment protection agreement, and visa exemption for ordinary passports.

Prime Minister Chinh extended an invitation for President Luis Abinader Corona to visit Vietnam in 2025, commemorating 20 years of diplomatic ties.
